‘Access to Diagnostics’ is a non-government, non-profit organisation incorporated in year 2013 under Section 8 of the Indian Companies Act. It has been set up by a team of motivated and accomplished medical doctors to provide accessible, affordable and high-quality medical diagnostic services to the under-privileged populations.
A2D’s key strength is its team of passionate and senior experts with extensive experience in niche subject matter. The team members have worked in eminent positions and on large projects with various organisations including Governments, AIIMS Delhi, WHO (India, Geneva, SEARO), FIND, PATH, CDC, World Bank, IFC, EY, NHS UK, Dell, Accenture and Imperial College of London.

Projects

Policy and Guidelines

We provide technical support to governments and global health agencies in strengthening diagnostic systems through development of evidence-based policies, guidelines, and implementation frameworks at global, regional, and national levels.
Our work spans Universal Health Coverage and Essential Diagnostics List guidance, public health laboratory preparedness, regional laboratory networks, and standardized equipment and technology specifications.
We also develop national diagnostic guidelines and strategies to improve access, quality, and efficiency of diagnostic services, particularly at the primary healthcare level.

EDL Development

We develop National Essential Diagnostics Lists (NEDL) for both in-vitro and non-in-vitro diagnostics, aligned with WHO guidance.
Our work includes defining and operationalising in-vitro diagnostics under India’s Free Diagnostics Service Initiative and contributing to the National Essential Diagnostics List in collaboration with WHO.

 

 

Evaluations

We conduct comprehensive evaluations of diagnostic services and flagship health schemes across multiple Indian states, assessing access, quality, cost, governance, and delivery models to inform evidence-based system strengthening.
We provide strategic advisory and transaction support to governments and multilateral agencies on diagnostics and imaging PPPs, including policy, financial, demand, and market assessments across South Asia, Central Asia, and Africa.
Our work also includes national and international assessments and pre-feasibility studies to identify critical gaps in diagnostics and recommend sustainable, scalable reforms.

Implementation

We lead large-scale national and international initiatives to strengthen diagnostic services, including COVID-19 diagnostics, primary healthcare, and advanced radiology and pathology, delivered through in-house and public–private partnership models across India and countries in Asia and Africa.
Our expertise spans policy, planning, and financing of diagnostics, including development of multi-year budgets, management of complex multi-state programmes, and advisory support to governments, multilaterals, and global health organizations.
We drive innovation through deployment of digital health systems such as Laboratory Information Management Systems (LIMS), blood banking solutions, equipment interfacing, and end-to-end IT integration to improve access, quality, and efficiency of diagnostic services.
